A north Harris County woman has been charged with abandoning her children for the second time in the last year, according to court records.

The 3-month-old reportedly had a flattened area on his head and was found in severely soiled bedding. Deputies said he cried while they cleaned him up.

The Wisconsin woman’s attorney argued for electronic monitoring instead of jail, saying she was remorseful and had impaired intellectual abilities.
