Less than 5% of homes in the county's FEMA floodplain had flood coverage, well below the national average. Uptake was even worse in other areas that flooded.

The state department has said it had teams in place in Kerr County the day before the flooding. They won't say who was in charge.

Kerr County spokeswoman Lisa Treiber-Walter tells MySA that there is not a proposed property tax hike and that the county only authorized Reeves to calculate the emergency rate while he examines other percentage rate scenarios for the commissioners to evaluate down the road.

Kerr County applied for federal grants to build a warning system to protect residents from flash floods. Under the Trump Administration, that kind of funding is drying up.

In the last nine years, federal funding for a system has been denied to the county as it contends with a tax base hostile to government overspending.
